The Council of Ministers met in regular session on Wednesday, 09 November 2016, in his jury room in the Koulouba Palace under the chairmanship of the Prime Minister, head of Government, Mr. Modibo KEÏTA.
After consideration of the items on the agenda, the Council has:
-adopted the draft texts;
– and heard a communication.
IN TERMS OF THE REGULATORY MEASURES:
TO THE TITLE OF THE MINISTRY OF ECONOMY AND FINANCE:
On the report of the Minister of economy and finance, the Council of Ministers has adopted:
1. A draft decree on approval of the contract for the construction work of the 2nd bridge over the river Senegal to Kayes (Lot 1);
2. A draft decree on approval of the contract for construction of the 2nd bridge access roads on the Senegal River in Kayes (Lot 2):
The construction project of the 2nd bridge of Kayes and development of its access roads is part of the implementation of the activities of the national policy on transport, the Transport infrastructure and opening up adopted by the Government in October 2015.
He has to ensure the opening up inside and out in order to contribute, through the mobility of economic agents to the economic and social development of the country.
Its realization also helps to ensure the continuity of the traffic on the Bamako-Dakar corridor, to improve road safety and to develop research and extraction of mineral resources in the region of Kayes.
In this context:
-a contract for the construction of the 2nd bridge work is concluded between the Government of the Republic of Mali and the company SOMAFREC – SA for a $ 36 billion 588 million 500 thousand 449 francs CFA TTC and a turnaround time of 24 months out of the rainy season.
-a contract for construction of the 2nd bridge of Kayes access roads is concluded between the Government of the Republic of Mali and the Mali COVEC company for an amount of 18 billion 999 million 399 thousand 534 francs CFA TTCet a delay of 15 months out of the rainy season.
The funding comes from the national Budget to 100%.
3. A draft decree on approval of the contract to the control and supervision of the work of construction and development of the 2nd bridge access roads on the Senegal River to Kayes:
To ensure the control and supervision of the work of construction and development mission access roads of the 2nd bridge over the river Senegal to Kayes, this market is concluded between the Government of the Republic of Mali and the CIRA Office of studies for an amount of 1 billion 879 million 159 thousand 944 CFA francs including taxes and a period of 27 months.
Mission control services include the validation of projects execution, control of the technical provisions for the execution of the work, geotechnical, topographic, administrative and financial control as well as coordination between stakeholders.
The market is financed by the national Budget 100%.
IN RESPECT OF THE AREAS OF THE STATE AND LAND AFFAIRS DEPARTMENT:
On the report of the Minister of the areas of the State and land Affairs, the Council of Ministers has adopted:
1. A draft decree declaring public utility work of priority projects on the period 2016-2018 (phase I):
Pursuant to the provisions of the Federal and land code, adopted Decree project allows and declared public utility the following work:
-construction and the upgrading of the Kayes-Sadiola-Kéniéba road;
-the construction and landscaping of access roads of the 2nd bridge over the river Senegal to Kayes,
-construction and the upgrading of the road to Banconi-Dialakorodji-Safo-Dabani-Nossombougou;
-construction and the upgrading of the Yanfolila-Kalana-border Guinea road;
-construction and the upgrading of the road Baroueli-Tamani;
-landscaping in 2 x 2 lanes of the track linking the 3rd bridge in Bamako to the national road number 6 (RN6), including the construction of an interchange at the junction with the RN6 and rehabilitation of the Tower of the Yirimadio Africa section.
These work is part of the implementation of measures inside and outside our country development, improvement of urban mobility in the cities of Bamako and Kayes, improving road safety and living environment citizens, the reduction of time of travel on the routes concerned, the dynamization of economic exchanges at national and regional level.
2. A draft decree authorizing and declaring public utility work construction and paving of the road Kwala Mourdiah Nara border Mauritania:
The realization of the project construction and paving of the road Kwala-Mourdiah-Nara-border Mauritanievise to contribute to the opening up inside and outside our country, improving road safety and part of people's lives, to the reduction of the travel time on the road concerned to boost trade at the national and regional levels.
It also helps to increase agricultural and pastoral, to facilitate the flow of goods and production to develop mineral resources in the area of influence of the project.
The present draft decree was adopted to allow and report utility public lesditstravaux.
3. A draft decree appropriating to the Ministry of equipment, transport and the opening up of the parcel of land, covered by the land title no. 2592 Bamako, an area of 2 hectares 69 ares 45 centiare, located in the industrial area, Commune II of the District of Bamako
The plot, the subject of the assignment, is intended for construction of the offices of the regional roads, the regional management of land and river transport, the cell of Execution of road works of emergency and Inspection of equipment and transport.
The mention of the assignment will be entered in the land register of the Office of areas and of the Cadastre of the District of Bamako for the benefit of the Ministry of equipment, transport and the opening up.
TO THE TITLE OF THE MINISTRY OF LABOUR AND PUBLIC SERVICE:
On the report of the Minister of labour and public service, responsible for Relations with the Institutions, the Council of Ministers adopted a draft decree determining the organic framework of the National Directorate of planning.
The national Direction of the land, created by an order of 25 March 2004, mission is to develop the elements of the national policy for the territory and enforce.
The current organic framework of this Direction is set by a decree of August 16, 2010.
The present draft decree was adopted to identify the jobs necessary to the functioning of the national leadership of the planning for the next five years.
IN TERMS OF COMMUNICATIONS:
IN RESPECT OF THE AREAS OF THE STATE AND LAND AFFAIRS DEPARTMENT:
On the report of the Minister of State and land areas, the Council of Ministers took note of a written communication relating to the analysis of data from the land of the District of Bamako and the circle of Kati, driving in 2015-2016 during the suspension of the powers of land.
As part of the implementation of the plan of action of the State and land reform, it is made an analysis of data from the land of the District of Bamako and the circle of Katiayant door especially on the review of the land register urban.
Lumieredes results of the diagnosis, the areas of the State Department and land Affairs formula of the proposals for action implementation will, especially, ensure upgrading and modernization of the State and land management tools.
It will also strengthen the reliability of the data and the limitation of land conflicts due to the multiple responsibilities, transparency in the use of land and control of changes in the rural to the urban.
It will foster better coordination between the administrations in charge of land conservation.
