The Council of Ministers met in regular session, on Wednesday, 24 August 2016, in his jury room in the Koulouba Palace under the chairmanship of the President of the Republic, Mr Ibrahim Boubacar KEÏTA.
After consideration of the items on the agenda, the Council has:

IN TERMS OF LEGISLATION:
ON THE BASIS OF THE PRIME MINISTER:
On the report of the Prime Minister, the Council of Ministers adopted a bill amending the law n ° 2013-015 of 21 may 2013 on the protection of the data personal in Republic of Mali.
The law of May 21, 2013 that was adopted in the context of the protection of personal data establishes an independent administrative authority responsible for the respect of the principles and rights of the people it fixed for the protection of personal data.
The implementation of the tasks of the authority revealed difficulties due to some shortcomings of the law on the protection of the personal data.
The present Bill aims to correct these deficiencies.
It introduced, in what concerns the members of the authority for the Protection of the personal data, of provisions: the official consecration of their title of Commissioner, the modalities of their replacement in case of death, resignation, removal or incapacity and take oath before their entry into function.
Finally, Bill brings some innovations to the terms of the Data Protection Authority personal as well as details on the different recipients of its annual report.
IN THE TITLE OF THE MINISTRY OF ECONOMY AND FINANCE:
On the report of the Minister of economy and finance, the Council of Ministers adopted a draft bill governing the establishment and management of the national safety stock of petroleum liquid and gas in Mali.
This Bill establishes a national safety stock of petroleum liquid and gas to cover, for a period of 45 days, national consumption needs in premium fuel unleaded, oil liquefied butane gas, jet fuel and diesel.
It puts the responsibility of importers approved the obligation to establish and maintain this national safety stock in approved storage depots of petroleum products.
Finally, it determines the sanctions likely to be imposed in case of breach of its provisions.
The adoption of the Bill helps ensure safety supply, population, environment and the quality of petroleum products.
IN TERMS OF REGULATORY MEASURES:
IN RESPECT OF THE SECURITY AND CIVIL PROTECTION DEPARTMENT:
On the report of the Minister of security and Civil Protection, the Council of Ministers has adopted:
1. A draft decree establishing the powers, composition and organization of the Higher Council of officials of Civil Protection:
2. A draft decree setting out the terms of the joint administrative committees of Civil Protection:
Joint civil protection the Supreme Council of Civil Protection officials and the administrative committees are advisory bodies which assist the Minister responsible for Civil Protection in the context of the implementation of the staff regulations of officials of the civil protection.
They are governed, each, by a decree that requires changes resulting from the adoption of the Act of January 30, 2015, on the status of civil protection officials.
They play the composition of the High Council of officials of Civil Protection as well as joint administrative committees of Civil Protection in order to take into account the body of firefighters.
IN THE TITLE OF THE MINISTRY OF ECONOMY AND FINANCE:
On the report of the Minister of economy and finance, the Council of Ministers adopted a draft decree on the approval of Amendment No. 2 to market n ° 0202/DGMP-DSP-2013 relative to the work of conversion of the locker of yours Konou in total control of the water as part of the project to support rural development of yours Konou and Tamani (PADER-TKT).
For the completion of all the work of the Lot No. 1 and 2 of the project to support rural development of yours Konou and Tamani, it became necessary to take into account the development of 76 hectares, the levelling of 36 acres of the original contract, the work of book art and further excavation of the main channel of Dioro.
This agreement is concluded between the Government of the Republic of Mali and the international company COGEB for a lead time of 3 months out of the rainy season and amount of 918 million 335 thousand 794 francs CFA duty-free and tariff is 13.98% of the amount of the original contract.

On the report of the Minister of economy and Communication, spokesman of the Government, the Council of Ministers reviewed a written communication to the note on the society of information.
This written communication aims to create a framework conducive to the development of the information society in Mali.
The information society is a society to human dimension, inclusive and supportive, open, transparent and secure.
It works to the acceleration of sustainable, economic, social and cultural development, the modernization of the State and harmonization of public and private governance.
It ensures the integration and convergence of computing, telecommunications and broadcasting.
Examined written communication defines the responsibilities of the State, local authorities, private sector and civil society in the implementation of the information society.
The activities of Malian society of information are part of the implementation of the recommendations of the World Summit on the information society, held in Geneva and Tunis respectively in 2003 and
Bamako, Aug 24, 2016.
